A practical, self-paced course for the communicator who has been handed recruitment for police, fire and EMS, or the 911 center, and needs to do more with it than make a video.
Staffing is the problem every public safety leader is raising. Police hiring has started to recover, but retirements are climbing. Volunteer fire numbers have fallen for decades while call volume has tripled. EMS organizations replace much of their workforce every few years. Three in four 911 centers report open positions, and many people have no idea the job exists. Somewhere in the middle of all this, the communications office gets an email with the subject line "recruiting".
This course is built on a simple position: recruitment is partly a communications problem, but only partly. Communications can't fix pay, schedules or culture. It can make sure the right people know the job exists, understand it honestly, can apply without friction and hear back promptly, and it can carry what candidates and staff are saying back to leadership. That is more useful, and more honest, than any campaign on its own.
Working in the order the job is actually done, the course covers the real staffing data across all four workforces and the civilian roles that support them; what candidates respond to, including the conflicting research on service versus challenge messaging and what the 30x30 Initiative has learned about recruiting women; why "warrior" imagery backfires, with real cases; channels and content that reach people who aren't already following you; retention as recruitment; the hiring process as a communication experience; and measuring the funnel so you can answer the question at the budget hearing.
Every lesson includes real, linked examples and a practical exercise for your own organization, and the course finishes with a one-page recruitment communications plan.
