Government communicators are trained to manage external crises. Natural disasters, public safety incidents, service disruptions; there are established frameworks for these. The message is coordinated, leadership aligns, and the public stays informed.
Internal restructuring is different.
When the restructuring being announced affects your own department, city government, county office, or public entity, the situation changes fundamentally. Workforce reductions may include colleagues. Reporting lines may shift. Entire divisions may merge or disappear. In some cases, the communicator does not know whether their own position will remain intact. At the same time, they are expected to communicate clearly, professionally, and on behalf of the organization.<
